You're supposed to put this file inside the "asset_archive" subfolder inside the game's installation folder. THEN, edit the file "flt.ini" in the game folder root, there'll be a "language" variable there - change it to the name of the language as it was in the link you found at the rin forum, all lowercase. Do that and you're good to go.
