After installing OpenVPN Client on windows 10 ,Download and extract the configuration file from Free VPN service by VPNbook, here is a link to the directory:

(Copy the username and Password needed for sign-in and connect)

you can copy it to either path on your PC:
C:\Users\[youruser_name]\OpenVPN\config
or
C:\Program Files\OpenVPN\config
